This should not come as a surprise to anyone who knows the unique nature of African economies that are dominated by the informal sector. Lockdowns are totally unproductive as for starters, they are negated when people begin to scramble for food.
Were African leaders thinking, more practical measures such as curfews, the mandatory use of protective equipment and increased testing could have all been used instead of this lockdown. When the informal sector accounts for 89.2% of all employment in your country, how long can you sustain a lockdown for?
Basically, certain economies need to be exempt from lockdowns. Why kill 1m through poverty and disease when even Covid-19 has not affected one tenth of that many people?
